Tibicen canicularis
Your extreme northern location and being from the state of Wisconsin limits the number of Tibicen species found there. In fact you are even farther north than I am here in Massachusetts. This specimen's dull green appearance, grey eyes with silvery pubescence is quite indicative of this species especially in the early teneral stages.

From a morphological standpoint T. canicularis can exhibit many color patterns and many sizes. I suspect this may be due to habitat and the amount of nutrients contained in soils where they develop. While they can be found in deciduous forests they do seem to have higher densities and seem to prefer conifers.

I'm confident of the genus, so moving there in the interest of cleaning up "ID Request." Nice images!
